Joint Workshop with ENISA on Countering Botnets

European network and Information Security Agency (ENISA), Cooperative Cyber Defence Centre of Excellence (CCD COE), Fraunhofer Institute, Bonn University and the German Internet Industry Association (ECO) will conduct a joint workshop on 9-10 March, 2011 in Cologne, Germany to address issues related to measurement, detection, tracking of, as well as the defence against botnets.

Botnets are networks of compromised, remotely controlled computer systems. Their main purposes include the distribution of spam e-mails, conduction of distributed denial of service attacks, and the automated theft of sensitive data, e.g. credit card or bank data for financial fraud or passwords for other services, posing a continued threat to Internet users worldwide. To effectively fight botnets, it is essential to counter them with technical, legal and policy instruments.

Experts in fighting botnets of these domains are the main audience of this event. Decision makers, legal professionals dealing with cybercrime and representatives of security departments from the stakeholder groups Regulators/Law Enforcement, Research, ISPs and End Users/Companies are especially welcome.

Agenda for the Botnet Workshop on 9-10 March, 2011 in Cologne, Germany is now available at www.eco.de/veranstaltungen/1164_8728.htm The aim of the workshop is to address issues related to measurement, detection, tracking of, as well as the defence against botnets

Speakers of the workshop include representatives from the European Commission, NATO and selected nations, the CSIS Security Group, Fox IT, F-Secure, Kaspersky, Microsoft, Google, 1&1 and various universities.

The workshop is jointly organized by the European network and Information Security Agency (ENISA), Cooperative Cyber Defence Centre of Excellence (CCD COE), Fraunhofer Institute FKIE, Bonn University and the German Internet Industry Association (ECO).

Decision makers, legal professionals dealing with cybercrime and representatives of security departments from the stakeholder groups Regulators/Law Enforcement, Research, ISPs and End Users/Companies are all highly welcome to attend the event. Participation at the workshop is free of charge.

2010 - CCD CoE Conference on Cyber Conflict

The CCD CoE Conference on Cyber Conflict will be held
June 16-18, 2010 in Tallinn, Estonia. It will be preceded by a one-day training seminar on June 15. Cyber security experts and professionals from related disciplines in government, academia and the private sector are encouraged to attend in order to ensure a broad-based, interdisciplinary atmosphere to examine the growing connection between computer security and national security.

The 2010 Conference on Cyber Conflict unites two highly-regarded events that CCD COE held in 2009: the Conference on Cyber Warfare in June and the Legal and Policy Conference in September. The 2010 agenda will have three parallel tracks:Concepts & Strategy, Technical Challenges & Solutions, and Law & Policy.

Cooperative Cyber Defence Centre of Excellence to hold Conference on Cyber Conflict

Tallinn February 12, 2010 – The NATO-accredited CCDCOE will bring together 300 cyber security experts on 15-18 June in Tallinn to present and discuss the latest research in the field of computer security and information warfare. Keynote: renown cryptographer and security expert Bruce Schneier.

The aim of the conference is to explore the growing relationship between computer security and national security. All papers are peer-reviewed, selected and later published based on an original and substantial contribution toward understanding this increasing threat. Research will be presented by experts from government, military and academia.

The conference is divided into three parallel tracks: Concepts & Strategy, Technical Challenges & Solutions, Law & Policy. The art nouveau Estonian Drama Theatre is the venue for the event that proceeds from the two successful conferences organised by the CCDCOE in 2009 – Conference on Cyber Warfare and the Legal Conference on International Cyber Conflict. A preliminary agenda will be available on the conference website by the end of February (www.ccdcoe.org/conference2010). Registration opens in March.

Training Day Details

Training objectives

“Legal Aspects of Cyber Defence” is a one-day seminar held prior to the “Cyber Conflict Legal & Policy Conference” in order to offer a compact introduction to issues such as cyber incidents, cyber crime and cyber warfare. The training aims to complement the debate on a multidisciplinary approach to cyber conflict management by proposing lectures of international professionals addressing various fundamental interrelated legal aspects of cyber security and cyber defence. The lectures and following discussions serve as both an informative presentation of the growingly complex legal issues of cyber defence for independent audience and a perfect kick-off for the conference attendees.   

Training audience

The training program is designed to precede the Cyber Conflict Legal & Policy Conference and thus targeted to professionals interested in IT law, cyber security and cyber defence. The training is also open to independent audience not taking part of the conference.

The Cooperative Cyber Defence Centre of Excellence is hosting a Conference on Cyber Warfare in 2009. 

CCD CoE is soliciting research papers within the emerging field of cyber warfare, including but not limited to the following topics:

·         Concepts and Doctrine

·         Technical Challenges and Solutions

·         Strategic Analysis

·         Cooperative Cyber Defence

·         Lessons Learned

·         Proofs of Concept

·         The Future

The Selection Committee seeks submissions from academia and the professional world that offer an original and substantial contribution toward understanding conflict in cyberspace.

Authors should send a one-page abstract to cfpccdcoe.org between January 1 and March 15, 2009.

The Selection Committee will notify all authors of its decisions ASAP following submission but NLT April 1.

Final papers are due May 15, 2009; they will be presented at the conference by the author and published in the conference proceedings.

President of Estonia opened International Cyber Conflict Legal and Policy Conference

Cooperative Cyber Defence Centre of Excellence in cooperation with George Mason University opened today the International Cyber Conflict Policy and Legal Conference in Tallinn, Swissotel. The opening conference of the series brings together stakeholders from different fields to discuss legal and policy issues concerning cyber defence.

The conference was opened by the President of the Republic of Estonia Mr Toomas Hendrik Ilves, who stressed that the development of an effective response capability against cyber disruptions—whether intentionally man-made or not— requires a major cooperative effort both within and across countries: it demands a broad participation of domestic actors, private and public, as well as concerted action by states, internationally and regionally.

"During the conference we are making our way to tackle the bottlenecks in cyber conflict legal and policy areas. Even if some means to secure the cyber domain are technologically feasable, we are limited by laws and policies," said the Director of the CCD COE Col Ilmar Tamm. "It is a question of balancing between the open environment and security we need to address sooner or later," added Tamm

CCD COE is an International Military Organisation (IMO), fully accredited by NATO’s North Atlantic Council on the 28th of October, 2008.  CCD COE is located in Tallinn, Estonia on the premises of Estonian Signals Battalion.

Minister Aaviksoo opened Conference on Cyber Warfare

Minister of Defence of Estonia Mr Jaak Aaviksoo made the opening remarks at the Conference on Cyber Warfare organised by the Cooperative Cyber Defence Centre of Excellence and International Centre for Defence Studies. The Conference takes place for the first time and brings together experts from all over the world to Tallinn, Estonian National Opera.

"A year has passed since the centre of excellence here in Tallinn has started functioning and this conference is its first, publicly visible product. I sincerely hope that this becomes a positive tradition," said Mr Jaak Aaviksoo. "As a member of NATO, now for more than 5 years, Estonia has looked for issues and spheres of mutual concern, where we could contribute most influentially into our collective defence. Our own dependence on ICT solutions has made us vulnerable and logically leading us into building up a robust defense. This has enabled us to get some  valuable experience, hopefully, which will be found useful by other alliance members," added the Minister of Defence of Estonia.

"Current conference brings added value, because we're not analysing cyber defence as such, but we're concentrating on the influences it might have on the national security," stated the main organiser of the event Mr Kenneth Geers. "We are discussing both the strategic and tactical sides of the growing threat at this day and age," said Geers.

"Conference on Cyber Warfare is an important initiative from the centre's side, deriving from the discussions on the definitions of cyber warfare and from the analysis on everyday incidents, it is clear that the enhancement of cyber defence capabilities has to go hand in hand with cyber attacks evolvement," addad the Director of the CCD COE Col Lt Ilmar Tamm.

President of Estonia visited the Cooperative Cyber Defence Centre of Excellence

President of the Republic of Estonia Toomas Hendrik Ilves visited the Cooperative Cyber Defence Centre of Excellence in Tallinn. The head of state recognized the work of the CCDCOE thusfar and noted that the centre has a capable international team.

'It has to be noted that the CCDCOE is facing an intellectually challanging task: to find the balance between reacting to a conventional attack and a cyber attack carried out against a NATO nation' said the president.

The head of the CCDCOE Lieutenant Colonel Ilmar Tamm introduced to the president the team of the centre and the plans for 2009. During the visit the president discussed the latest threats in the field of cyber defence and the possibilities to deal with them.

CCD COE is an International Military Organization fully accredited by NATO by the decision of the North Atlantic Council on the 28th of October 2008. The Cooperative Cyber Defence Centre of Excellence mission is to enhance the cooperative cyber defence capability of NATO and NATO nations, thus inproving the Alliance's interoperability in the field of cooperative cyber defence. The centre was founded on the 14th of May 2008 by seven Sponsoring Nations (Estonia, Germany, Italy, Latvia, Lithuania, Slovak Republic, Spain).

2008 CCDCOE Cyber Defence - Beginning

CCD COE (Cooperative Cyber Defence Centre of Excellence) was activated as an International Military Organization by the decision of the North-Atlantic Council, making it the first IMO hosted by Estonia.

The North-Atlantic Council made the final decision for giving the Cooperative Cyber Defence Centre of Excellence full accreditation and International Military Organizaton status. Such status is nominated according to the Paris Protocol agreement to international military headquarters or other entities by the decision of the North-Atlantic Council. CCD COE is the first organization located in Estonia to have such a status.

‘Relevant procedures by Military Committee and the North Atlantic Council have resulted in a fully operational CCD COE. For Estonia in particular, this means dedicated and coordinated administrative support to the Centre of Excellence,’ said at the press conference Chief of Estonian Defence Forces Lieutenant General Ants Laaneots.

‘Estonia has shown that it is not the matter of the size of the defence forces, but the level of special capabilities, that shows their role in enhancing NATO’s defencive capabilities. We appreciate Estonians initiative in the field of cyber defence,’ was stated by the NATO ACT Assistant Chief of Staff C4I (Command, Control, Communications, Computers and Intelligence) Major General Koenraad Gijsbergs.

‘At the moment we have seven nations in the centre, but we have strong indications that more countries are interested to join the CCD COE. In particular the United States of America and Turkey have shown their interest on the highest level,’ stated the Director of the CCD COE Lieutenant Colonel Ilmar Tamm.

The Cooperative Cyber Defence Centre of Excellence is a NATO accredited international military organization with aim to enhance cooperative cyber defence capabilities of NATO and NATO nations, thus improving the Alliance’s interoperability in the field of cooperative cyber defence. The centre was established by seven nations: Estonia, Germany, Italy, Lithuania, Latvia, and Spain, who signed the Memorandum of Understanding on the 14th of May 2008.

Estonian National Defence Committee visited the CCD COE.

National Defence Committee of the Estonian parliament visited the Cooperative Cyber Defence Centre of Excellence. The aim of the visit was be updated about the recent developments of the centres activities.

The committee members were briefed about recent trends in Cyber Defence and the centres role in dealing with them.

Press announcement of the CCDCOE - December 9, 2008

Estonian-Swedish Cyber Defence exercise was won by students of the Tallinn Technology University.

The first Estonian-Swedish Cyber Defence exercise ended on the 6th of December with the victory of the team from Tallinn University of Technology.

The exercise was a cooperative effort of the scientists from the CCD COE, Swedbank Estonia, Tallinn Technological University and the Swedish counterparts.

During the exercise the students showed thair abilities to tackle with the Cyber Attacks against important websites, e-mail accounts and DNS.

"This is the first step in the line of cooperation between all relevant stakeholders to educate new IT specialists in the field of Cyber Defence," said Rain Ottis from the CCD COE.
