Call for Papers!
The Cooperative Cyber Defence Centre of Excellence is hosting a Conference on Cyber Warfare in 2009.
CCD CoE is soliciting research papers within the emerging field of cyber warfare, including but not limited to the following topics:
· Concepts and Doctrine
· Technical Challenges and Solutions
· Strategic Analysis
· Cooperative Cyber Defence
· Lessons Learned
· Proofs of Concept
· The Future
The Selection Committee seeks submissions from academia and the professional world that offer an original and substantial contribution toward understanding conflict in cyberspace.
Authors should send a one-page abstract to cfp
ccdcoe.org between January 1 and March 15, 2009.

The Selection Committee will notify all authors of its decisions ASAP following submission but NLT April 1.
Final papers are due May 15, 2009; they will be presented at the conference by the author and published in the conference proceedings.

President of Estonia opened International Cyber Conflict Legal and Policy Conference
Cooperative Cyber Defence Centre of Excellence in cooperation with George Mason University opened today the International Cyber Conflict Policy and Legal Conference in Tallinn, Swissotel. The opening conference of the series brings together stakeholders from different fields to discuss legal and policy issues concerning cyber defence.
The conference was opened by the President of the Republic of Estonia Mr Toomas Hendrik Ilves, who stressed that the development of an effective response capability against cyber disruptions—whether intentionally man-made or not— requires a major cooperative effort both within and across countries: it demands a broad participation of domestic actors, private and public, as well as concerted action by states, internationally and regionally.
"During the conference we are making our way to tackle the bottlenecks in cyber conflict legal and policy areas. Even if some means to secure the cyber domain are technologically feasable, we are limited by laws and policies," said the Director of the CCD COE Col Ilmar Tamm. "It is a question of balancing between the open environment and security we need to address sooner or later," added Tamm
CCD COE is an International Military Organisation (IMO), fully accredited by NATO’s North Atlantic Council on the 28th of October, 2008. CCD COE is located in Tallinn, Estonia on the premises of Estonian Signals Battalion.

Minister Aaviksoo opened Conference on Cyber Warfare
Minister of Defence of Estonia Mr Jaak Aaviksoo made the opening remarks at the Conference on Cyber Warfare organised by the Cooperative Cyber Defence Centre of Excellence and International Centre for Defence Studies. The Conference takes place for the first time and brings together experts from all over the world to Tallinn, Estonian National Opera.
"A year has passed since the centre of excellence here in Tallinn has started functioning and this conference is its first, publicly visible product. I sincerely hope that this becomes a positive tradition," said Mr Jaak Aaviksoo. "As a member of NATO, now for more than 5 years, Estonia has looked for issues and spheres of mutual concern, where we could contribute most influentially into our collective defence. Our own dependence on ICT solutions has made us vulnerable and logically leading us into building up a robust defense. This has enabled us to get some valuable experience, hopefully, which will be found useful by other alliance members," added the Minister of Defence of Estonia.
"Current conference brings added value, because we're not analysing cyber defence as such, but we're concentrating on the influences it might have on the national security," stated the main organiser of the event Mr Kenneth Geers. "We are discussing both the strategic and tactical sides of the growing threat at this day and age," said Geers.
"Conference on Cyber Warfare is an important initiative from the centre's side, deriving from the discussions on the definitions of cyber warfare and from the analysis on everyday incidents, it is clear that the enhancement of cyber defence capabilities has to go hand in hand with cyber attacks evolvement," addad the Director of the CCD COE Col Lt Ilmar Tamm.

President of Estonia visited the Cooperative Cyber Defence Centre of Excellence
President of the Republic of Estonia Toomas Hendrik Ilves visited the Cooperative Cyber Defence Centre of Excellence in Tallinn. The head of state recognized the work of the CCDCOE thusfar and noted that the centre has a capable international team.
'It has to be noted that the CCDCOE is facing an intellectually challanging task: to find the balance between reacting to a conventional attack and a cyber attack carried out against a NATO nation' said the president.
The head of the CCDCOE Lieutenant Colonel Ilmar Tamm introduced to the president the team of the centre and the plans for 2009. During the visit the president discussed the latest threats in the field of cyber defence and the possibilities to deal with them.
CCD COE is an International Military Organization fully accredited by NATO by the decision of the North Atlantic Council on the 28th of October 2008. The Cooperative Cyber Defence Centre of Excellence mission is to enhance the cooperative cyber defence capability of NATO and NATO nations, thus inproving the Alliance's interoperability in the field of cooperative cyber defence. The centre was founded on the 14th of May 2008 by seven Sponsoring Nations (Estonia, Germany, Italy, Latvia, Lithuania, Slovak Republic, Spain).
