H.E. Kersti Kaljulaid
President of the Republic of Estonia


In 2016, Kersti Kaljulaid was elected President of the Republic of Estonia. Previously she served from 2004 to 2016 as a Member of the European Court of Auditors. Kersti Kaljulaid was the CFO and CEO of the Iru Power Plant of state-owned energy company Eesti Energia from 2002 to 2004. From 1999 to 2002, Kersti Kaljulaid was Prime Minister Mart Laar's Economic Advisor.

Kersti Kaljulaid was a member of the Supervisory Board of the Estonian Genome Center from 2001 to 2004. She was also a member of the Advisory Board of the University of Tartu from 2009 to 2011 and the Council Chair of the University from 2012 to 2016. Kersti Kaljulaid graduated from the University of Tartu in 1992 in the field of genetics in the Faculty of Natural Sciences and completed her master's studies in the Faculty of Economics and Business Administration in 2001.

2019 CCDCOE CyCon


The annual International Conference on Cyber Conflict addresses the most relevant issues concerning the cyber defence community

In the ten years of its existence, CyCon has become a community-building event for cyber security professionals, adhering to the highest standards of academic research

The International Conference on Cyber Conflict, CyCon, is entering its second decade. Throughout the years, CyCon has established itself as a prominent multidisciplinary conference, introducing keynotes and panels focusing on the technical, legal, policy, strategy and military perspectives of cyber defence and security. This is undoubtedly thanks to the amount of high-quality original academic research presented at the conference. In 2018, the Academic Review Committee selected 22 articles that were presented at the conference and published in the proceedings.

Each year, around 600 decision-makers, opinion-leaders, law and technology experts from the governments, military, academia and industry of nearly 50 countries meet at CyCon to address current cyber security challenges in an interdisciplinary manner. Over two and a half days, experts approach the conference’s key themes in keynote speeches, plenaries, focused sessions and breakout discussions. CyCon’s workshops allow more in-depth discussions on specific topics related to technology and malware development, education and training issues, legal aspects, etc., or provide practical hands-on training.

In 2018 the event focused on the theme of maximising effects in the cyber domain. Keynote speakers included H.E. Kersti Kaljulaid, the President of Estonia, Alex Stamos, Chief Security Officer of Facebook, Dr. Antonio Missiroli, NATO Assistant Secretary General on Emerging Security Challenges, H.E Toomas Hendrik Ilves, former President of Estonia, Thomas Dullien, Staff Software Engineer at Google Zero and many others distinguished experts.


In 2019 the 11th CyCon will take place from 28 to 31 May on the theme of “Silent Battle”

CyCon Conferences 2009 to 2020







CyCon 2012 (4th International Conference on Cyber Conflict)
5-8 June 2012

Our fourth conference will focused on military and paramilitary activities in cyberspace. The topic was explored from strategic, conceptual, political, legal and technical perspectives within two parallel tracks, the Law & Policy Track and the Technical Track. Strategy Breakout Session and multiple pre-conference workshops completed the comprehensive programme offered. CyCon 2012 was supported by IEEE, Cisco, Gamma International and Microsoft. ICCC (3rd International Conference on Cyber Conflict)
7-10 June 2011

More than 380 experts gathered in Tallinn, Estonia, to participate in the annual International Conference on Cyber Conflict. Presentations treated the legal aspects of cyber conflict as well as the technical ones, including recent issues such as Stuxnet and iBots. The conference concluded with a presentation of the NATO cyber defence policy that was endorsed by the NATO defence ministers on Wednesday. Conference on Cyber Conflict 2010
15-18 June 2010

The conference brought together more than 300 computer security specialists from 39 countries. During the event, experts from government, private sector and the academia discussed cyber security in three parallel conference tracks: strategy, law and technical. Keynote speakers included renowned cryptographer Bruce Schneier and former cyber security adviser to the US president, Melissa Hathaway. The conference was supported by European Union Regional Development Fund, Breaking Point, Microsoft, Netwitness and Skype. Legal & Policy Conference
9-10 September 2009

This expert-level conference focused on the legal and policy aspects of cyber conflict and was aimed at promoting closer collaboration among the international community of leaders and experts in government, private sector, and academia; sharing current initiatives and best practices of cyber conflict management; developing a common understanding of the multidisciplinary and layered approach to cyber conflict management and initiating an international dialogue that facilitates creation of the ideal curriculum for cyber conflict education and training programs.

Conference on Cyber Warfare
16-19 June 2009

The Call for Papers for the Conference on Cyber Warfare yielded an impressive agenda: 29 presentations from 13 countries, written by some of the best and brightest minds in academia, government, business, and the military. They covered the emerging field of cyber warfare in theory and in practice, from both strategic and tactical perspectives. Luminaries such as Mikko Hypponen, James Lewis, Jose Nazario, Felix Leder, Tillmann Werner, Roel of Temmingh, Amit Yoran, and Billy Rios highlighted a program that began with a presentation by The Information Warfare Monitor of the biggest network security story of 2009, Tracking Ghost Net: Investigating a Cyber Espionage Network.

2016: 8th CyCon 2016: 'Cyber Power' 1-3 June







The 8th International Conference on Cyber Conflict will take place 1-3 June 2016 in Tallinn, Estonia. 31 Mayis dedicated as the CyCon workshops day. Focusing on the theme of Cyber Power, CyCon 2016 will ask how the traditional concept of power applies to cyberspace. The issues to be covered include international cooperation, technical challenges and requirements, conflict in cyberspace, legal framework, regulations and standards.

CyCon 2015: Architectures in Cyberspace 26-29 May 2015, Tallinn, Estonia

CyCon is the annual NATO Cooperative Cyber Defence Centre of Excellence conference where topics vary from technical to legal, strategy and policy. The pre-conference workshop day, 26 May, features a variety of talks and hands-on training. The 7th International Conference on Cyber Conflict (CyCon 2015) held on 27-29 May 2015 in Tallinn, Estonia, will focus on the construction of the Internet and its potential future development. This year’s topic - “Architectures in Cyberspace” - asks what cyberspace is and will be in the coming years as well as what are its characteristics relevant for cyber security.
